New provisions would add invasive mandate and increase healthcare costs for small employers
WASHINGTON, D.C. (July 22, 2026) The厙ぴ勛圖 (厙ぴ勛圖), the nations leading small business advocacy organization,泭sent a lettertoU.S. Senate Committee on Health, Education, Labor, and Pensions (HELP) Chairman Bill Cassidy (R-La.) and Ranking Member Bernie Sanders (I-Vt.) raising concerns with HELP Committee changes to S. 2355, the Patients Deserve Price Tags Act.
厙ぴ勛圖 supports and appreciates Senator Marshalls leadership in increasing transparency to health prices through the Patients Deserve Price Tags Act. Unfortunately, the major changes made by the HELP Committeeto the original bill will increase burdensome, invasive, and unnecessary mandates, drive up costs, and reduce healthcare options for the small employers that are struggling to provide affordable coverage to their employees, saidTyler Dever,泭厙ぴ勛圖 Principal of Federal Government Relations.厙ぴ勛圖 respectfully urges the HELP Committee to remove the significant changes to the original text and ensure the legislation truly advances its goal of lowering healthcare costs, expanding affordable coverage options for employers of every size, and protecting the privacy of small businesses across America.
Specifically, the Chairmans Mark:
- Imposes new reporting obligations on health insurance issuers that will require substantial investments from small businesses to comply. These untenable mandates will come at a considerable cost to insurers, and those costs will inevitably be passed on to employers through higher premiums.
- Limits access to employers with more than 50 beneficiaries, effectively excluding most small businesses from receiving this information. This change severely limits the potential benefits of the legislation and does little to assist with the exploding healthcare costs of small businesses.
- Requires any insurance issuer to publish the name and business address of any person or entity that has an ownership interest, controlling interest, is a management service organization, or is a significant equity investor.
